Without any public input, the City of San Antonio removed long-standing preferences for local small minority and women-owned businesses who compete for city contracts. The affected business owners are not happy.

It's a weekday afternoon before Christmas at On Main Off Main. Shop co-owners Bill Davis and Oscar Camacho wear festive green holiday sweaters as jazzy Christmas music plays in the background. A small group of college students giggle while browsing the shelves, which are filled with gag gifts and other novelties that have made On Main Off Main a popular enterprise in Monte Vista.

The Center City Development & Operations Department (CCDO) is now accepting proposals for the OPEN Downtown Pop Up Shop at 531 Navarro. The selected vendor will receive a 90-day, no-cost lease beginning Nov. 15 through Feb. 15 in the Houston Street Garage storefront. Proposals should be no longer than six pages and be submitted by the Thursday, Oct. 15 deadline. A complete list of program requirements can be found at opensanantonio.com.
