Whenever I hear conservatives, such as Senator Tom Coburn of Oklahoma, describe the Social Security trust fund, invariably they maintain that the federal government has spent all of its money and has left it with only worthless IOU's in the form of Treasury bonds. Thus, as the Baby Boomer generation retires, benefit payments will vastly exceed the revenues from Social Security taxes, resulting in the total collapse of the system.
